In a recent meeting, the MMDA, along with Metro Manila mayors, and the LTO approved the final draft of the Metro Manila Traffic code for the proposed single ticketing system in the National Capital Region (NCR). 

Within the draft is the final list of the 20 most common traffic violations as agreed upon by the MMDA’s technical working group composed of the aforementioned agencies, which will be uniformly imposed in all Metro Manila LGUs. Also included in the draft are interconnectivity requirements with the Land Transportation Management System (LTMS) of the Land Transportation Office (LTO).

The technical working group also agreed that the MMDA will shoulder the funding required to purchase the hardware and IT requirements that are essential for the implementation of the LGUs integration with the LTMS. LTO Regional Director Noreen San Luis-Lutey, explained that the LGU interconnectivity to the LTMS is mandated by law to build a single database for traffic violations across Metro Manila.

MMDA Chairman Romando Artes says that the single ticketing system will resolve issues raised in the NCAP petition. The new system will benefit motorists through ease of payments through digital platforms that are accessible anywhere.

The MMDA expects the implementation of this new ticketing system within the first quarter of 2023.

Meanwhile, Metro Manila Council president San Juan City Mayor Francis Zamora, added that the MMC will convene again to discuss what was agreed upon by the technical working group on the Metro Manila Traffic Code.

“We are confident that the Metro mayors will pass a resolution approving this. After the council’s approval, each LGU will have to draft or amend their respective ordinances adopting standardized fines on the identified common traffic violations,”

Artes and Zamora clarified, however, that it is still up to the LGUs to make their own ordinances for traffic-related infractions that are not stipulated in the traffic code as part of their local autonomy.
